Minimum Cost to Set Cooking Time

You are setting a microwave with a four-digit keypad. The cursor starts on digit startAt. Moving the cursor to a different digit costs moveCost, and pressing a digit costs pushCost. Pressing the digit already selected does not require movement.

The cooking duration is entered as minutes and seconds. Leading zeroes may be omitted, but the seconds field must be between 00 and 59. Return the minimum cost to enter exactly targetSeconds seconds. The first key press uses the cursor's initial position, and the cursor stays on the last pressed digit.
