Deployment Window: Minimum Timestamp Gap

A release coordinator has a daily deployment window. Each planned deployment is recorded as a timestamp in HH:MM using the 24-hour clock. The day repeats: the distance between 23:59 and 00:00 is one minute.

Return the smallest difference in minutes between any two timestamps. A timestamp may appear more than once, in which case the answer is 0.

You may arrange the timestamps in chronological order before comparing neighboring entries. Treat the first and last entries as neighbors across midnight. The input contains at least two timestamps.
