Create a Product Review Workflow Page in React

Prompt

Build a complete product review feature where users can select a purchased product and submit a review through a 2-step wizard form. Step 1 collects a star rating and Step 2 accepts a written review (max 100 characters with a live character counter). The product list fetches from an API with loading and error/retry states. On submit, save rating and review to localStorage and show a toast notification. Pre-populate the form if a review already exists for that product.
